Job Overview
Stay current in terms of the knowledge of various technology platforms that support or could be used in support of the requirements of existing and new application solutions. Maintain a focus on continuous improvement, including knowledge of project management developments and practices, trends in IT technology and services, systems management disciplines, and related industry best-practices that could add value to the business.
Manage and develop the relationship between business units and CIO through interaction with senior business management. Keep abreast of the latest business developments, priorities, plans, strategies, and business needs. Monitor, interpret, and recommend responses to potential business changes from both internal and external sources. Have insight into and appreciation of client needs, priorities, and goals. Identify potential improvements to existing systems and identify new information system requirements. To meet changing business objectives, develop strategies, identify opportunities, assess, develop and recommend initiatives to enable cost savings, enhance value and/or provide information improvements across customer business units, the CIO and OPG.
Manage the expectations of business management and end users on the delivery of IT service to cost effectively optimize customer satisfaction. Review, challenge, and prioritize requirements for IT services, projects, and system enhancement requests for business units throughout OPG. Lead business leaders and business subject matter experts through business solution reviews and re-engineering initiatives. Guide business leaders in their approach to new business initiatives that have information technology implications.
Lead business leaders through the IT Business planning process, co-ordinating and managing inter-organizational prioritization of projects. Collect and assemble business input for annual CIO business planning process. Ensure customers/business users’ needs are met as per the Operating Level Agreement (OLA) with external service providers. Review and revise the OLA to keep it current and effective. Establish, review, and revise IT cost allocations to sites and services. Investigate, identify, and initiate opportunities for cost reductions. Provide functional advice and guidance of policies, standards, and processes to line businesses on the application of CIO Governance with respect to IT procurement and IT service delivery. Communicate to the business information and status regarding upcoming IT service provider’s activities, events, plans, strategies and projects including scheduled delivery dates and estimated time lines.
Work with internal and external service providers to ensure that appropriate levels of service are arranged and delivered. Work with service providers to keep IT Standards current and ensure they continue to meet OPG’s business needs. Apply strategic thinking that ensures all controllable factors support the objectives of the organization.
Provide a high degree of project management expertise, evaluation, guidance and advice to solve unusual and complex problems. Provide planning, estimating, cost control and scheduling, and reporting services to line management in a timely and cost effective way, and meet all safety and performance requirements. Provide cost/benefit analysis in support of choosing external contractors, information systems, and business solutions. Develop and present project updates and enhancement reviews for business executives. Co-ordinate the IT Decision/Steering Committees, including development and presentation of material.
Direct or perform the lead role in project teams to perform complex IT system impact analysis resulting from proposed changes (regulatory, sustaining or value enhancing), resolve complex IT system issues, oversee development of system solutions and/or coordinate integrated testing of OPG systems, processes and procedures. Provide consulting, project management and facilitation services through all phases of systems project life cycles, including needs assessment, business case development, approval, implementation and transition to operational status.
Direct or perform the preparation of reviews and formal acceptance of business requirements documents for all sizes of projects including the most complex. Develop complex project business cases, post implementation review plans, and prepare project release documents. Present and obtain approvals for project feasibility, release proposals, and project change approvals. Conduct Post Implementation Reviews (PIRs) on projects.
Direct the development and integration of systems to implement required business processes. Work with staff in the various business units of OPG and with external resources to implement and integrate the required information technology solutions and processes in support of business requirements and business processes.
Manage cross-sectional projects, building teams of internal and external resources. Monitor, report progress, resolve conflicts, and handle changing requirements and priorities. Act as liaison between business and the IT Service Delivery Organizations.
Command a thorough knowledge of all aspects of IT systems, applications and data architecture. Lead current and future state architecture initiatives including establishing processes and procedures for architecture change management. Develop and provide extensive consultation on architecture based on the architectural framework established by the CIO Strategy and Architecture Group. Contribute to the development of policies, strategies, standards and integrated plans for information systems and information technology.
Provide Information Management consulting, advice, recommendations, and assistance regarding all matters related to the management of information via computerized systems. This includes, but is not limited to the establishment, monitoring, control, support and maintenance of: Architecture Plans; IT Management Methods and Processes; Standards; Data Quality Management; Information Security; Data/Systems Ownership; and Information Technology (IT) industry best practices.
Provide expert advice to task groups/project teams etc., regarding the long-range architectural plans and the impact of various computer design alternatives on the same. Perform ongoing audits to assess compliance and identify required improvements.
Develop and maintain asset life-cycle plans for IT assets consistent with CIO processes, procedures and industry best practices. Interact with IT suppliers to understand product functional, technical and support roadmaps, planning IT investments to maintain IT assets in accordance to their life-cycle plans.

Qualifications
Requires an extensive knowledge of all aspects of information technology and principles to provide consulting services, and to develop strategies and plans for managing information, information technology, and IT assets.
Requires knowledge of computer science to gain an appreciation of design concepts related to hardware and software, in order to provide solutions to varying OPG requirements.
Requires knowledge of business administration, financial modeling and cost services to the business on strategic planning, technology and systems /benefit principles and techniques.
Requires knowledge of current business and management processes to provide relevant and practical recommendations and advice to various stakeholders.
Requires an extensive knowledge on Project Management methodologies, techniques, and processes and the principles of business methods, business processes, procedure development, organizational structure, and change management theories to ensure effective and efficient program implementation.
Requires an ability to effectively communicate both orally and in writing and to manage relationships, influence others and achieve commitments to improve the information technology tools and processes within client business units and ensure business needs are met. This knowledge is considered to be normally acquired either through the successful completion of a four year university education in the appropriate subjects or by having the equivalent level of education. This knowledge is considered to be normally acquired through the completion of 4 years of University training in computer science or other relevant program.
Requires extensive experience with the planning, development and implementation of IT systems to assess client’s needs. The required business knowledge is typically gained through extensive experience in one or more of the following lines of business: For the Nuclear line of business, a thorough and detailed working level knowledge of Nuclear Safety, the Regulatory and Security framework, Nuclear Work, Outage, Materials, and Engineering Management Processes, Work Protection Practices, Performance Improvement and Peer Review processes and practices. key Operating Site practices (e.g. Conventional Safety), and, Contract(or) Management roles and responsibilities; For the Energy Markets line of business, a thorough and detailed working level knowledge of power system operation, electricity market operation, financial and physical modeling analytics used in modeling energy markets and multi-fuel generation scheduling operations. electricity trading and risk management, and the business practices, processes and activities of the core lines of the Energy Markets business; For the Hydroelectric line of business, a broad understanding of work management, dam safety, water resource management, plant group infrastructure (e.g. SCADA), and operations support systems as they pertain to the Hydroelectric business; For the Thermal line of business, a broad understanding of work management, environmental & safety, operations support systems as they pertain to the Thermal business is necessary. Also requires experience with OPG’s financial processes to develop business cases and cost I benefit analysis for IT systems and to assist with IT cost allocation, budgets, and business plans.
Requires extensive experience in the planning, development and implementation of large or complex information technology projects and experience in assessing business needs and translating them into effective solutions with strong business cases.
Requires experience to be familiar with OPG’s systems. procedures. practices and forms relating to the compilation and reporting of various information types, and to be familiar with the structures, work methods and systems of reporting data within the CIO.
Requires an ability to manage and resource multiple projects to achieve strategic business requirements.
Requires an ability to analyze risks from a technology and business perspective in order to identify implications, root-cause, and creative solutions.
A period of over 10 years and up to and including 12 years is considered necessary to gain this experience.
