Job Overview

JOB FUNCTION

Assist the Manager to effectively support the development of maintenance strategies and work programs related to human performance, predictive, preventative, and corrective maintenance of plant systems and equipment and business plan submissions.

DUTIES

-Contribute to, and conduct the development of one or more of the following maintenance work programs:

-Strategic work programs and business plans including reporting of costs incurred versus budget, communications and reporting on human performance issues, deployment plans of staff within the Maintenance organization and assignment to other work groups or projects.

-Maintenance program strategies related to the plant systems and equipment using maintenance expertise in assessing and monitoring the effectiveness and currency of divisional methods, procedures, standards and practices.

-Analysis of the effectiveness and currency of predictive, preventative, and corrective maintenance program performance, implementation of new or revised, techniques, methods, technology and equipment.

-Be accountable to Manager as the single point of contact for assigned work scope. Monitor performance in terms of progress and schedule, and discuss concerns regarding non-compliance, lack of consistence, best practices, etc., with Manager and pertinent stakeholders. Generate regular status reports through work-flow.

-Using operating experience and the knowledge of industry best practices, identify, analyze, and prioritize deficiencies. Monitor the effectiveness and currency of divisional procedures, standards, practices, forms, manuals, support documentation, etc. Recommend changes, prepare justifications, and prepare new or revised documents, as required. —Carry out plant tours on a routine basis to assess procedures and standards are being followed, identifying non-compliance to same, implementing ‘on-the-spot’ correction and initiating a Station Condition Record (SCR) as necessary.

-Advise line management on long term performance management issues. Provide support and advice in terms of managing issues, which negatively impact on the capability and productivity of unit output. Consult with technical resources, and provide guidance to influence first line managers to accept same, thereby ensuring consistency of approach. Interface with various work groups to identify and trouble-shoot potential problems. Effectively contribute to the resolution of problems which, if not rectified, could result in liabilities to the performance and progress of the work; the planning of preventative maintenance measures; and, the development of business process improvements.

-Facilitate communications within Maintenance organization, such as related to business plans, training, performance measures, and redeployment, to enable divisional managers to communicate events and processes effectively with subordinates. Ensure information is passed on in a clear and timely manner.

Prepare plans for deployment of staff within Maintenance organization and assignment to other work groups and projects. Prepare forecasts of temporary and regular staffing requirements, including contractors.

-Facilitate and arrange for appropriate documentation to support the selection process associated with placement opportunities and supervisory vacancies. Prepare generic selection criteria to assure uniformity. Contribute to process, to ensure efficiency and thoroughness.

-Determine training needs and priorities of Maintenance departments, and acquire appropriate training from Training Support and Services Division (TSSD). Assist with the development, and arrange for delivery of supplemental training (not provided by TSSD) to meet business needs, including ‘on-the-job training’. Assess quality of training delivered from all sources to maintenance trades staff. Report deficiencies to Manager and designated contact to initiate corrective actions.

-Perform contract administration/co-ordination duties according to established policy and procedures guidelines. As Contract Administrator, practice Observation and Coaching accountabilities to ensure a safe and healthy work environment is observed by the vendor or contractors on site. Exercise authority to stop unsafe work practices at work sites. -Report cost variances to Manager on a weekly basis. Acquire temporary and regular maintenance staff and contractors. Assist with administration of procedures and obligations associated with procurement of same.

Act as a project team leader for various maintenance work programs related to the predictive, preventative and corrective maintenance of plant systems and equipment:

– lead others on project management teams;

– co-ordinate the various aspects with other contributing groups;

– make recommendations on team membership;

– organize and assign work responsibility to team members;

– give guidance, instruction, and direction;

– report on project status;

– maintain quality, quantity and accuracy of work;

– identify training and development needs of less senior project staff.

– subject to approvals and guidelines provided by Manager, assist with the roll out of new material, equipment, and programs.

-Maintain a working knowledge of all applicable facility systems, safety and otherwise, including work protection code standards, and provide communications to all work groups in a consistent fashion. Provide technical assistance, interpretation and guidance, and attempt to ensure understanding and compliance to designated policies, plans and procedures. -Be knowledgeable of world-class ‘best’ standards and changing CSA and International Standards Organization (ISO) standards. Ensure effective communication exchange at business meetings, and reporting of feedback and course of events to Manager and stakeholders.

-Conduct or attend meetings associated with the work function. Represent Department or Division on specific issues within scope of accountability, as assigned. Promote and lead by good example, a conscientious work ethic with respect to safety performance and productivity. Develop consistency for measure and test instruments.

-Provide input to short- and long-term planning initiatives, drawing on technical expertise and maintenance experience. Participate in the development, review and administration of the Self-Assessment program, analyzing and reporting on results.

-Be required to assign, monitor and be accountable for the output of staff assigned to assist with certain phases of work program/project.

Qualifications

Requires a knowledge of control, mechanical or civil technology sufficient to understand the assembly, function, operation and mechanics of applicable equipment, systems and materials. Requires a knowledge of mathematics to perform practical calculations and precision measurements. Requires a knowledge of English, both written and oral, to document maintenance procedures, experiences, and practices in a clear, concise manner, prepare reports, and to facilitate effective communications with others. This knowledge is considered to be normally acquired through the completion of Grade XII plus 3 years’ further concentrated study.
